Andor City Police Department (ACPD)
The ACPD is undermanned and overwhelmed, pure and simple. Recent economic downturns have weakened the force’s manpower and funding. The new problems cropping up in the city are completely out of control, and it’s becoming very dangerous to be a cop in Andor City.

The Mage Guild
The Andor City Mage Guild isn’t so much shadowy as it is reticent. Members try to avoid public attention, especially these days. Magic is much less understood than the mutants, and people don’t like things they don’t understand. When things go wrong in the magical community, they deal with it themselves quietly. However, recent events are become rather difficult to hush up.

The Irish mob has a long and colorful history in Andor City; if you consider blood red colorful. They’ve taken advantage of the recent economic turmoil, and are a force to be reckoned with these days. They are (not-very-secretly) behind a great deal of the rising anti-mutant sentiment in the city.

Mutant Inter-Community Relations Organization (MICRO)
MICRO is a civil rights group and mutant watchdog organization that was formed a couple years after the initial emergence of mutants in the population. A wealthy man’s mutant daughter was beaten into a coma by a group of virulently anti-mutant people; After the judicial dust had settled, the grieving father used his life savings to create what eventually became a country-spanning organization dedicated to the protection and equal treatment of mutants. Every once in a while rumors come up of vigilante acts being committed by members of the organization, but they fade quickly…
The AC chapter is currently understaffed and underfunded, completely unable to deal with the current issues going on in the city. They’ve asked for help from the community, but people have their own problems going on and it’s just so hard to find time in the day…

MF! is a grassroots movement of mutants tired of dealing with discrimination and persecution and sick of the legitimate organizations failing to solve the problem. They’ve taken the problem into their own hands, from things as innocuous as keeping tabs on one another and maintaining a network of safe-houses for at-risk members to far more serious things such as home invasion, kidnapping, and possibly murder.

The Spirit Population
Not a true organization, more of a category really, the spirits of AC are usually a fairly benign shadow of the city itself, with only the occasional incident. Not so much these days. Something is seriously wrong, and with the spirits being clear as mud at the best of times, nobody really knows what’s going on other than spirit-related incidents are at an all-time high and people are getting hurt.
